| Purpose |
The M&E & MIS Officer will be responsible for the design, development, implementation, and management of online MIS platforms, mobile (Android) data collection applications, and interactive dashboards to support programme implementation, monitoring, evaluation, and reporting. The position will also provide day-to-day IT services to HYSAWA staff and ensure the quality, integrity, and timely use of field-level data for decision-making and accountability.

| Principle Accountability |
Duties and Responsibilities
A. MIS, Digital Systems & Technology Development
- Design, develop, and maintain online MIS platforms to capture programme implementation, monitoring, survey, and activity data.
- Develop and manage Android/mobile applications for real-time field data collection and reporting.
- Design and maintain automated dashboards for programme progress tracking, performance indicators, and management reporting.
- Design and manage database and API-based systems and ensure regular updates.
- Ensure MIS platforms, mobile apps, and dashboards are functional, secure, user-friendly, and regularly updated.
- Maintain and update HYSAWA's website, online applications, and digital platforms.
- Develop need-based financial management and reporting software in coordination with Finance and Programme teams.
B. Monitoring, Evaluation & Data Management
- Design, review, and update M&E tools, formats, indicators, and checklists aligned with project objectives and donor requirements.
- Ensure timely, accurate, and high-quality data entry into MIS from field offices, Union Parishads (UPs), and partner organizations.
- Review completed monitoring tools and provide regular feedback to field teams and partners.
- Conduct data cleaning, verification, analysis, synthesis, and visualization for reporting and learning.
- Support preparation of monthly, quarterly, and annual M&E reports, dashboards, and presentations.
- Ensure data quality assurance (DQA) and compliance with M&E standards and protocols.
C. Field Monitoring & Partner Coordination
- Prepare field visit plans and undertake field visits to monitor implementation, support data collection, and assess progress.
- Coordinate and facilitate data collection from UPs, partners, and implementing agencies, ensuring integration into the MIS.
- Monitor partner and sub-project performance through field visits, quarterly reviews, and analysis of findings.
- Provide continuous technical support and capacity building to partners on MIS, mobile data collection, and M&E tools.
D. Capacity Building & Knowledge Management
- Facilitate and conduct MIS and M&E-related training for HYSAWA staff, UPs, and partners.
- Develop case studies, success stories, and learning briefs and contribute to the HYSAWA Newsletter and knowledge products.
- Support annual, quarterly, and monthly programme planning, performance targets, and work plans.
E. IT Support & Administrative Functions
- Provide day-to-day IT support services to all HYSAWA users (hardware, software, connectivity, and basic troubleshooting).
- Prepare Terms of Reference (ToR) for IT-related procurements and supervise IT service providers and contracts.
- Maintain proper documentation, filing, and digital records related to MIS, M&E, and programme management.
- Coordinate with Administration and Finance sections to ensure timely reporting, documentation, and accountability of funds.
F. Coordination, Reporting & Compliance
- Regularly update senior management on programme progress, system performance, and key monitoring findings.
- Support fund requests, performance analysis, and compliance with donor and organizational requirements.
- Assist HYSAWA and partners in activities related to EOI, RFP, PEC, and procurement processes.
- Perform any other duties assigned by the supervisor in line with organizational priorities.

| Entry Requirements |
Knowledge (Education and Related Experience)
Essential
- Master's degree in Computer Science, Computer Applications, or relevant disciplines from a recognized university.
- Minimum of 10 (ten) years of experience in MIS and monitoring within development or NGO sectors.
Desirable
- Experience in MIS/ERP/Monitoring systems, data analysis, and report writing in both Bengali and English.
- Experience in Android application development, including Android Studio (Java), Flutter development, REST/JSON API integration, multipurpose payment APIs, SMS APIs, Firebase Cloud Messaging/Notifications, Postman, and GPS-based data collection systems.
- Experience in web application development using PHP frameworks (Laravel, CodeIgniter), MVC architecture, RESTful API design and integration, frontend technologies (JavaScript, jQuery, Vue.js, React.js), and WordPress.
- Knowledge of database design and management (MySQL, SQLite), data migration, and system version upgrades.
- Knowledge of server, hosting, and cloud management, including Linux and AWS server/hosting setup, monitoring, troubleshooting, and maintenance; version control (Git); networking and IT support.
