Purpose

The Programme Officer (GenGov) will contribute to the efficient and effective delivery of HYSAWA’s program in Bangladesh, by providing expert advice on local governance and Gender issues to the HYSAWA team, organizing and providing technical assistance and training to LGI level to build the capacity of local government leaders and civil servants financial, administrative and regulatory measures that promote transparency, accountant effective governance.

Principle Accountability

Programme development and Management

  • Contribute to the development of knowledge of the Sub-National Portfolio team in order to enhance individual and team capacity and provide mentoring to HYSAWA staff;
  • Maintain an expert knowledge of the regulatory environment in which LGIs operate;
  • Serve as the principal point of contact with upazilas /unions who are the beneficiaries of the program;
  • Conduct assessments of selected LGIs  in order to design an appropriate training/ capacity building  package;
  • Engage local government leaders in workshops to identify their priorities and ideas for enhancing the quality of local governance and the participation of citizens;
  • Conduct training in financial management, leadership development, participatory budgetary procurement reform and related areas. This includes also coaching and on-the-job training;
  • Promote dialogue across municipal governments to share lessons learned and experiences that will improve good governance practices;
  • Generate reports on progress and success stories;
  • Contribute to the monitoring of progress;
  • Assist Project Manager in developing HYSAWA-SDC project’s annual/ quarterly operational plans and targets – ensure that project targets and activities are achieved/ implemented as per plan, challenges/ bottlenecks are identified and ensured;
  • Provide technical assistance to field staff, consultants and others ensuring that they manage their SDC funded HYSAWA project caseload to the standards expected in the HYSAWA Policies & Procedures and manuals;
  • Take the leading roles in certain programmatic areas within the programme team;
  • Assist Project Manager/ Team Leader in meeting project reporting requirements of donors, GOB and the Board;
  • Prepare inputs to the Annual Report of HYSAWA;
  • Prepare inputs to the quarterly reports by the Managing Director to the Board of Directors, Donors and Government;
  • Provide technical advice to partners and support organisation local governance areas of HYSAWA work;
  • Support the partners to ensure that all project documentation and reports are made available in time;
  • Make regular visits to project and partners to review work supported;
  • Work with administrative staff to ensure appropriate files and documentation of all programme development and management activities;
  • Liaise with administrative staff as appropriate on a range of logistical support activities associated with project development and management;
  • Keep the Managing Director and Director Programme apprised of programme policies issues and information needed and available relating to HYSAWA objectives;

Monitoring of Programme/ Project

  • Ensure that the baseline on Local Governance  is established;
  • Assist PM in ensuring that all aspects of the project are monitored and evaluated;
  • Track progress against targets, analyze data sets and make recommendations for enhanced project planning, coordination and management of HYSAWA Fund;Advise Programme/ Field Officers on indicator selection, target setting, monitoring and data quality assessment and validation.

Advocacy and Representational Work

  • Ensure that all learning and best practices relating to local governance objectives of the project are documented and disseminated through reports, workshops, seminars, case studies and journals;
  • Develop and maintain good relationship with local media
  • Participate in all PR activities within HYSAWA including observation of different ‘Days’  in WATSAN and Local governance areas
  • Contribute to research, policy and advocacy initiatives within the programme, in line with the global, regional and in-country strategic frameworks
  • Support the Managing Director in raising the profile of HYSAWA within the country and represent HYSAWA in conferences and workshops both in-country and international as appropriate
  • Provide technical input, when necessary, on surveys and assist with operational research, tracking studies, and programme assessments
  • Plan and implement information dissemination strategies, including contribution to HYSAWA Website and Newsletter
  • Plan, prepare, present and disseminate communication materials, speeches, graphics etc. on monitoring and evaluation of HYSAWA Programmes and related activities to serve reference, informational and advocacy purposes
  • Respond to both internal and external ad hoc requests for information; provide data for briefing documents, sites visits and other information requests.Assist the Managing Director and Director Programme in the use of data in policy formulation and decision making

Financial and Resource Management

Work with the Finance Section to ensure proper partner/ project and LG’s accountability for HYSAWA Fund resources.

Partnership and Capacity Development

  • Together with the Programme Officers and others develop a coherent plan of partner LGIs and NGO capacity building in the area of local governance
  • Create opportunities for networking/linking widely with GOs and NGOs involved in Water and Sanitation and LGIdentify new strategic partnerships within the country to help develop the HYSAWA programme

Undertake any other function assigned by the supervisor, in line with the job requirement

Gender

  • Facilitates knowledge building and mainstreaming of gender related perspectives within HYSAWA programmes;
  • Training and capacity building support for Local Government institutions on gender issues;
  • Compilation, analysis and interpretation of gender issues thorough research and preparation of top quality analysis and reports;
Entry Requirements

Knowledge (Education & Related Experience)

  • Education:  Masters in Social/Political Science or related subjects.
  • Experience working with local government and municipalities to strengthen their financial administrative and leadership capacity.
  • Experience supporting the implementation of LG development projects.
  • At least 10 years experience at senior position including working with Local Government Institutions, union parishad and Upazila parishad in particular;
  • Demonstrated high level expertise in the field of local governance, ideally including policy and organisational reform;Knowledge and experience of working in water supply and sanitation;
